Under Section 213 of India’s Motor Vehicle Act of 1988, the transport department of Telangana is required to implement certain offerings which include safety of the people and maintaining effective transportation service for goods and passengers on the roads of Telangana. Apart from this Telangana Regional Transport Department is required to issue the issuance of a motor license, issuing of driving permits, and the registration of vehicles among other functions through TS-RTOs sprawled throughout the state.
Functions of Telangana Transport Department
The Telangana state RTO department’s primary functions include:
Driving License
Telangana RTO is required to organize and conduct the exams for issuing learner licence to drivers who clear the exam. They are also responsible for issuing new / renewals of both domestic and international driving licences. Telangana RTO is also responsible to issue and renew motor driving school licenses, professional diving instructors’ licence, and conductor’s licence.
Registration Of Motor Vehicle
Telangana RTO is required to issue new or renewed Registration Certificates for motor vehicles and is also responsible for transferring the ownership of vehicles. They issue temporary RC books for any vehicle, NOCs for transfer of vehicles from current to new owners, and to update the Vehicle’s RC book for any entry or removal of a hire-purchase, lease, or hypothecation

Fees
For all the services they RTO provides there is a minimum fee that one has to pay which also comes under RTO such as a collection of tolls for use of highways and freeways, license fees, and vehicle registration fees. Penalties also come under RTO responsibility such as collecting fines for traffic violations.
Inspection and Environmental Due Diligence
RTO is also responsible for checking the vehicles on check-posts. RTO also issues a new vehicle fitness certificate and is also responsible for renewal. PUC test center setup also comes under RTO functionality.

Types of Vehicle Registration in Telangana
There are two types of vehicle registration
Temporary Registration
While the time of delivery of the car you will get a temporary vehicle registration number from the dealer. Within 30 days of issuing a temporary license you need to apply for a permanent one from the Telangana RTO.
Permanent Registration
Once you get a permanent vehicle registration number for your vehicle from Telangana RTO your vehicle will be listed for 15 years. After the registration certificate expires you need to renew the registration by providing documents like Form 20, 21, 22, address proof, etc.

Frequently Asked Questions
The validity of a driving license for non-transport vehicles is 20 years or until the licence holder turns 50 (whichever is earlier). For commercial vehicles, a driving licence is valid for 3 years.
